Health, Safety and Environmental Manager


The Nanaimo Port Authority (NPA) is currently seeking applications for a full time Health, Safety and Environmental (HSE) Manager.

Job Location:                      Administration Offices (2nd floor), 100 Port Drive, Nanaimo, BC  V9R 0C7

Reports To:                         President and CEO


Job Description:              

It is expected that the HSE Manager will inspect and evaluate the environment, equipment and processes at the NPA to ensure compliance with government safety regulations and industry standards/best practices.   The primary goal of the position is to protect the employees, customers and the environment.  The HSE Manager will recommend changes to protect workers, and educate employees on how to prevent health problems through the use of safety training programs.  They will also investigate incidents to identify their root cause and from this analysis find ways to prevent there occurrence in the future.



  • Bachelor Degree or Diploma in Science/Engineering or equivalent with additional professional qualifications in HSE
  • 10 or above years’ experience in Health, Safety and Environment of which 6 years should be in a supervisory capacity
  • Working knowledge in Health, Safety and Environment Management Systems, Environmental Discharges, Incident Command System, Incident Investigation, HSE Auditing Techniques.
  • Excellent interpersonal and communication skills


Primary Responsibilities:

Note: the following list of duties and responsibilities are representative of the nature and position and are not necessarily all-inclusive

  • Support Senior Management in the definition of the organizations roles and responsibilities concerning HSE
  • Support Senior Management in the identification and management of HSE policy issues
  • Provide technical support to Senior Management on any HSE related subjects
  • Review and where required develop HSE policies, guidelines and procedures
  • Ensure in accordance with the Ports guidelines, changes in legislation and/or NPA directives implementation, update, review and audit of the organizations HSE system
  • Provide for motivation and familiarization of all NPA personnel respecting the importance of complying with NPA HSE system
  • Practice safe working techniques and reinforce the HSE system by carrying out in-house training with NPA employees
  • Conduct internal and external HSE audits
  • Lead HSE incident investigation, as required
  • Carry out analysis of incident statistics, identify trends and suggest improvement plans
  • Liaise between clients on HSE related issues
  • Perform HSE Risk Assessments
  • Prepare HSE documentation for new projects
  • Provides HSE support and advice, including supervision on preparation of plans and procedures for initial contract start up activities
